WHEREAS Section 11.9 of the Revised Official Plan provides direction for monitoring the effectiveness of the Plan policies to determine if the City is on track to meeting its strategic directions and objectives;

WHEREAS the Provincial Policy Statement requires the City to monitor the inventory of land to accommodate growth;

WHEREAS Council has directed that the land supply and intensification targets be reviewed no later than five years after the adoption of the Official Plan;

WHEREAS the Official Plan supports the aim of the Climate Change Master Plan and its target of 100 percent reduction in greenhouse gas (GHG) emissions by 2050 and regular reporting of progress thereof;

WHEREAS many other targets and metrics merit monitoring to more meaningfully inform Council, City staff and the public on progress in meeting the Official Plan’s strategic directions and objectives;

THEREFORE BE IT RESOLVED that Council direct staff to engage stakeholders in assisting them to determine what metrics to measure, including with respect to: reconciliation and engagement with indigenous groups; community engagement; intensification; affordable housing and homelessness; social equity; climate mitigation; climate adaptation; trees and greenspaces; mobility; food and agriculture; financial sustainability; and economic development.

BE IT FURTHER RESOLVED that Council direct that the City assign a senior manager responsible for producing an integrated, annual “Vital Signs” dashboard covering each of the Official Plan’s principal policy objectives; and

BE IT FURTHER RESOLVED that staff be directed to identify for Council consideration the financial and other resources required to undertake a regular evidence-based assessment of progress towards realizing the Official Plan’s vision for Ottawa.
